- The patient should receive the prescription only personally.
- Refusal to issue a prescription cannot be justified by a lack of funds, since all payments are made at the expense of the federal or local budget.
- Disputes are resolved by the administration of the clinic or the territorial fund of compulsory medical insurance.
In order to get a prescription from an endocrinologist, you must have a passport, medical insurance policy, insurance certificate, certificate of a disabled person (if available) or another document confirming the right to preferential insulin.
In addition, it will be necessary to obtain a certificate from the Pension Fund that the patient did not refuse the benefits provided.
In case of refusal (partial or full), monetary compensation is provided for beneficiaries, but its amount may not fully cover the costs of treatment and rehabilitation.
How to get insulin at the pharmacy?
Free of charge, you can get insulin in pharmacies with which the clinic has a contract. Their address must be reported to the patient by the doctor at the time of prescription. If the patient did not have time to come to the doctor’s office, and therefore was left without a prescription, then he can be bought for money at any pharmacy.
For patients with the need for daily injections of insulin, it is important to have a reserve of the drug in order not to miss the injection for any reason - for example, because of the work schedule, lack of insulin in the pharmacy, and relocation. Without the timely introduction of the next dose of insulin into the body, irreversible metabolic disturbances develop and even death is possible.
If only a diabetic patient himself can contact a doctor for a form, then a relative or any patient representative can get it at the pharmacy. Children with detection of type 1 diabetes are given a disability without identifying the group number. Over time, it can be removed or reissued, depending on the severity of the disease. Children can count on preferential receipt of vouchers for treatment in a sanatorium once a year.
The state pays for travel to and from the place of treatment, treatment and accommodation in a sanatorium, and parents are given the opportunity to receive compensation for living during the child’s recovery.
Children, as well as pregnant women, in the presence or absence of a disability group, can receive a free blood glucose meter and test strips, a syringe pen, and medicines that lower sugar levels.

How to get a ticket to a sanatorium?
For diabetics, referral for resort treatment to specialized sanatoriums is provided. To get a free ticket, in the district clinic you need to get a certificate in the form №070 / у-04, and if the child is sick with diabetes, then - №076 / у-04.
After that, it is necessary to contact the Social Insurance Fund, as well as any social security agency that has entered into an agreement with the Fund. This year it should be done before December 1.
During the ten days prescribed by law, an answer must be received regarding the availability of a voucher to a sanatorium that corresponds to the profile of the disease, with an indication of the date of commencement of treatment. The voucher itself is given to the patient in advance, no later than 21 days prior to arrival. It should be fully framed, stamped by the Social Insurance Fund, a note of payment from the federal budget. Such vouchers are not subject to sale.
Two months before departure or later, you need to register in the same medical institution that issued a referral for sanatorium treatment, a sanatorium-resort card. It contains information about the main and related diagnoses of the patient, the treatment being taken, the conclusion about the possibility to undergo a rehabilitation course in such a sanatorium.
You can apply for a voucher and the Department of Federal Vouchers at the Ministry of Health of the Russian Federation. In this case, in addition to the application, you need to collect the following documents:
- Passport of a citizen of the Russian Federation and its two copies with pages No. 2,3,5.
- If there is a disability, then two copies of the individual rehabilitation plan.
